In a good tradition Euforic facilitated the third Web2Share Training in Bonn. The event took place from 19-20 November 2009 and was co-organized with EADI, the European Association of Development Research and Training Institutes.

Like in the years before a diverse group of information and communication professionals from several countries, including Switzerland, Norway, Italy and Germany joined the training. Among other things they expected to learn how to work with social webtools such as wikis to cooperate and to share knowledge in open and closed networks. Furthermore they were looking for guidelines for social media usage in NGOs, good monitoring tools and podcasting.

The Euforic trainers provided an up-to-date overview of possibilities and advantages that web 2.0 tools and social media offer for their work. Popular buzzwords included “social bookmarking”, “RSS”, “wikis”, “blogs”, “Googling”, and “podcasting”. Besides, we looked at how to connect and integrate these new tools into daily business processes across the organization, for communication, knowledge sharing and campaigning.

Since an increasing number of our participants have already some experience with the new Social Web, we spent more time on storytelling and discussion then in our first trainings. We compared experiences and explained new ways to apply tools strategically for different purposes. To name just a few, discussions touched upon issues like the pros and cons of social networking sites for organizational purposes, privacy and content ownership, or the use of internal micro-blogging tools.

Towards the end of the training participants were fascinated by the different possibilities the new Web provides but also called for more advanced training.

“I knew most of the tools already, but this workshop confirmed that you really need to look at the target group to know which tool or package to use. I feel that I don’t have the time to use all this, but what is worse is that my colleagues think that everything connected to a computer is up to me, because I’m the IT person”

“The Web still very depends on written language but I’m sure that podcasts are the future.”

 

“I heard what is going on on the Web before but now I’m not afraid anymore to try it out and use it for my organization”

 

Former Euforic associates and staff will look into possibilities to organize a Master Class in the first half of 2010 which will address the challenges participants face when they go back to their organizations.

Gestern sprach Prof. Dr. Christoph Ohler (Universität Jena) auf Einladung der JEF Erfurt zum Thema: Quo Vadis EU – Der Weg Europas nach dem irischen Referendum. In familiärer Runde löste Herr Ohler schnell den üblichen Referatsstil durch einen offenen Dialog mit den Teilnehmern ab. Nach einem Überblick über den bisherigen Integrationsverlauf, entflammte eine Diskussion um die ambitiösen Ziele des Verfassungsvertrages und das, was von ihm im Lissabon Reformvertrag übrig blieb. Abgesehen von einigen formalen Änderungen sei es vor allem auf weniger symoblische staatstragende Elemente angekommen, um den Weg für den Lissabon Vertrag frei zu machen.

Keine Einigkeit wurde darüber erzielt, ob die Union an zu viel oder zu wenig Politik leide. Prof. Ohler erläuterte, dass punktuell durchaus hoch politisierte europäische Debatten stattfänden, so etwa bei der Dienstleistungsrichtlinie oder bei den Agrasubventionen. Einigen Teilnehmern war dies aber nicht genug, um eine tatsächliche europäische Öffentlichkeit zu schaffen. Auch was den Charakter der Unionsorgane anbelangte, wurde heiß diskutiert. So sahen Teilnehmer die starke Abhängigkeit der Kommission von den EU Mitgliedstaaten als problematisch an, da dies regelmäßig zu schwachen Kommissaren führe. Dagegen setzte Ohler die tatsächliche Kompetenzenfülle der EU Kommission, die quasi ohne Gegengewicht wäre, wenn die Mitgliedstaaten bei ihrer Besetzung nicht entsprechend mitreden dürften.

Interessant waren auch Prof. Ohlers Ausführungen zum Verfassungsgerichtsurteil. Das BVG habe weiteren Integrationsschritten der EU insofern einen Riegel vorgeschoben, dass es die im Lissabonner Vertrag enthaltenden Elemente zur Kompetenzerweiterung ohne erneuter Ratifizierung unter Parlamentsvorbehalt stellte. Mit anderen Worten müssten alle Entscheidungen, die eine Kompetenzerweiterung ohne Vertragsänderungsverfahren vorsehen, durch den deutschen Bundestag bestätigt werden.

Dies ist für mein Dafürhalten eine Hürde, die eine deutsche Bundesregierung durchaus gewillt sein sollte zu nehmen. Es muss kein Ende jeglicher Integration bedeuten. Weitere interessante Redebeiträge entspannen sich um das Demokratieprinzip und Fragen der In- und Outputlegitimation von Regierungsentscheidung. Also der Frage, ob sich Regierungen nur durch demokratische Wahlen legitimieren (Input) oder auch durch eine gute Politik und ihre Ergebnisse (Output).

Insgesamt ein sehr gelungener Abend.

Mit großer Mehrheit von 67 % bei einer Wahlbeteiligung von 59% hat das irische Volk in einem zweiten Referendum dem Vertrag von Lissabonn zugestimmt. Das eine so deutliche Mehrheit sich für den Vertrag ausgesprochen hat ist ein Grund zur Freude. Jubel kann leider noch nicht ausbrechen.

Zum einen bleibt fraglich, ob die mangelnde Öffentlichkeitsarbeit der irischen Regierung nicht bewusstes Kalkül gewesen war, um bei einer zweiten Abstimmung mehr herauszuholen. Das dies belohnt wird hatten ja bereits die Zugeständnisse an Irland nach dem gescheiterten 1. Nizza-Referendum gezeigt. Auch hier war beim zweiten Anlauf die Mehrheit der Irinnen und Iren für den Vertrag. Aber dies sind Gedanken für Verschwörrungstheoretiker, die ich hier nicht weiter ausführen möchte.

Ein zweiter Grund nicht in übermäßige Freude auszubrechen ist jedoch, die Situation bei den anderen Wackelkandidaten. Polen wird wahrscheinlich den Vertrag bald ratifizieren, zumindest hatte dies Präsident Kaczynski bei einem positiven irischen Referendum versprochen.

Tschechen bleibt weiterhin ein harter Brocken, denn Präsident Havel weigert sich trotz postitiver Abstimmung in beiden parlamentarischen Kammern zu ratifizieren. Anlass geben ihm hierbei eine erneute Klage vor dem Tschechischen Verfassungsgericht, die es abzuwarten gilt, jedoch auch die Hoffnung auf einen schnellen politischen Wechseln in Großbritannien.

Premier Brown kämpft hier nicht nur um sein Überleben, sondern will auch verhindern, dass Labour Dritte Kraft wird. In einem Mehrheitswahlrechtsystem wie dem britischen wäre dies eine noch größere Katastrophe als der Abstieg der Sozialdemokratie in vielen deutschen Landesparlamenten. Brown selbst hat den Vertrag bereits in Rom hinterlegt, sein potenzieller Nachfolger Cameron hat bereits angekündigt den Vertrag nochmals per Volksentscheid abstimmen zu lassen. Die Aussichten auf einen Erfolg im Sinne eines Mißerfolgs dieses Verhinderungsversuchts, schätze ich jedoch als notorischer Optimist als gering ein (andere würden sagen, dies wäre der Tod des Vertrags von Lissabonn).

Also es bleibt nur Zeit für ein kurzes tiefes Durchatmen. To be continued…

A recent ODI Background Note looks at key issues of EU development cooperation which will be decided upon in the remaining months of 2009. The paper assumes that the Lisbon Treaty will come into force on January 1 2010 after a positive Irish referendum in October.

This implies that key decisions need to be taken, including the appointment of the Council President, the High Commissioner for Foreign and Security Policy as well as the creation of the European External Action Service.

“Although the institutional location and the role of the new High Representative are outlined in the Lisbon Treaty, the question remains as to how the role will be balanced with the triple Presidencies – those of the European Council, the Council of Ministers and the Commission.”

According to the authors the High Representative could be improve EU stabilization efforts in the areas of conflict prevention, crisis management and post-conflict and institution building. However, the political influence of this post over development cooperation could lead to a policy which might be overridden by short-term foreign policy goals.

The paper also provides three models for a future Commission structure. The first model describes an overarching DG International Development with ACP countries, Asia, Latin America, the neighbourhood, the Middle East and former Soviet Union under one roof and a broad mandate managing all aspects of the program cycle as well as humanitarian aid. The second model would combine all regions as well plus the aid programming. However the neighbourhood and enlargement policies as well as humanitarian aid would stay separate. The third model proposes a DG for development policy, programming and humanitarian aid. Here programming and implementation would be separated in different DGs. Also part of this suggestion is a DG for the EU neighbourhood and enlargement policy.

Irrespective of the model that will be preferred, the authors underline that:

“[i]n any model [...] an important principle and lesson learned from the current set-up will be to avoid, or at least reduce, the creation of conflicting and overlapping portfolios in the Commission.”

The cover story of the August issue of Global Perspectives gives a rather skeptical prognosis for a new start of the Middle East Peace Process. Although the Obama Administration increased pressure on the Israeli Government, currently there seems to be little hope that it is going to negotiate the high threshold it built in order to accept a Palestinian State.

Also in this issue Thomas Hammarberg (Commissioner for Human Rights at the Council of Europe) writes about the value of budget analysis to assess government’s human rights commitment. In the European context budget analysis was so far successfully used to monitor gender mainstreaming. The key problem in all human rights work is a gap between the promises and the implementation. This gap can only be bridged when budgets themselves reflect the pledges made.

A summary of the UNDP Arab Development Report 2009 discusses a European Neighborhood Region which should be on the European foreign policy agenda. Citizens of the Arab region suffer under a lack of human security caused by regional conflicts, environmental problems, lacking rule of law, crime and health challenges. Further the region which faces rapid population growth has to deal with a high unemployment rate and permanent internal migration. Europe needs to assist the Arab countries in dealing with this enormous amount of problems in order to avoid negative effects like irregular migration and security risks.

Regarding the ongoing Climate Change Negotiations Ramesh Jaura describes the different positions during the latest informal talks from 10-14 August in Bonn. According to diplomat voices there still is too little progress to finally settle a global climate deal in Copenhagen this December.

With the UN Climate Change Summit on September 22 ahead Thalif Deen raises doubts on the usefulness of the UN summit culture. Since the Rio Summit in 1992 there have been dozens of summits and review summits on various themes, at best leading to political declarations which in the end often lacked funding for implementation. The journalist believes that the upcoming summit will also be nothing more than a talk-fest.

Based on two studies addressing world development for the coming 50-100 years – the UN Millennium Assessment (MEA) and an analysis by the International Energy Agency (IEA) supporting the G8 Gleneagles plans (see the presentation) – a new DIE Discussion Paper provides a critical appraisal of the scenario studies and singles out factors which are important for future development policy.

The MEA study suggests four scenarios, described by their position in a 2×2 matrix with the characteristics pro-active / reactive policy and globalized / regionalized policy at the x-y axes. The scenarios explain the possible developments determined by the policy choices made until the year 2050 and beyond that until 2100. They identify different drivers which directly or indirectly influence future development. They speak about the climate, plant nutrient use, land conversion, diseases and invasive species as having a direct effect on the scenarios. Further the demographic, economic and socio-political development as well as the scientific and technological progress is described as indirect factors.

The MEA study makes it very clear that climate change is going to be the primary factor:

“given that climate change – which is primarily driven by energy-related Green House Gas emissions – is very likely to be the predominant force adversely affecting ecosystems over the course of the 21st century, discrete policy efforts to preserve ecosystems in the absence of decisive global climate change mitigation action would seem to be as useful as re-arranging the deck chairs on the Titanic.”

All but one scenarios will bring considerable improvements for world climate with different effects on human welfare. However compared to the reference year 2000 they all expect continued loss of biodiversity and degradation of ecosystems. To name just a few figures dependent on the policy choices:

• demand for food crops is projected to grow by 75-85%
• water withdrawals increase by 20-85%

Continued conversions of ecosystems are consequently caused by the pressure to meet agricultural and/or infrastructural demands. Mostly affected will be developing countries, in particular tropical and sub-tropical regions, the study predicts.

“The combination of exposure to an already fragile environment, dominance of climate-sensitive sectors in economic activity and low autonomous adaptive capacity in these regions entail a high vulnerability to the harmful effects of global warming on agriculture production and food security, water resources, human health, physical infrastructure and ecosystems.”

According to the author this requires the full integration of environmental concerns into the formulation of future development strategies. Nonetheless a recent WWF review of integrated water resource management in EC development programming showed that this is done on the level of policy formulation but is inadequately implemented in policy action. The message of the scenarios for policymakers is that although upcoming challenges are serious, policy options still exists.

“If decisive and proactive action is taken, the challenges are manageable without dramatic implications for growth aspirations of developing and developed countries. The task ahead for development policy is to assist in translating this message into concrete action.”

A new working paper by the Austrian Foundation for International Development (ÖFSE) analyses the European Development Cooperation from the Maastricht Treaty in 1993 until today. The author contrasts the institutional progress in the EU Development Cooperation Framework with the lack of political commitment to make good use of it.

Since the Maastricht Treaty the various instruments in EC Development Cooperation were reduced to an acceptable level which helped to improve consistency and effectiveness of European external relations. Institutional changes are far from being perfect but nevertheless they can help to achieve the growing ambitions of EU Development Cooperation since the 1990s. However, the various commitments dealing with the political aspects of EU Development Cooperation seem to contradict the process of institutional reform.

Looking at the EU Policy towards the ACP countries, Latin America, Asia and the EU Neighbourhood the author shows various examples for these failed commitments. He concludes:

“It is not to be forgotten that although institutions can sketch out a pathway to development, it is still the people working in the institutions that make policy. Currently Parliamentarians and particularly Commissioners shape the policies and in the end, the heads of the member countries have the final say. Very much depends upon their will, dedication and assertiveness.”

Seit den ersten allgemeinen Wahlen des Europäischen Parlaments ist die Beteiligung von 62% (1979) auf nunmehr 43% (2009) zurückgegangen. Angesichts des sinkenden Interesses fragt ein Arbeitspapier des CEPS (Centre for European Policy Studies), nach der Möglichkeit die EU-Bürger zum Wahlgang zu verpflichten.

Dabei wird auf nationale Wahlsysteme mit Wahlpflicht zurückgegriffen,  Debatten innerhalb dieser Demokratien werden analysiert, Vor- und Nachteile abgewogen und die Übertragungsmöglichkeiten auf das EU-System abgesteckt.

Warum aber ist eine hohe Wahlbeiteilung wichtig? Zum einen trägt sie zur Legitimität des Systems bei und sie stärkt die Glaubhaftigkeit der EU, wenn sie selbst als Förderer von Demokratisierungsprozessen weltweit auftritt.

Die Autorin stellt die Entwicklung innerhalb der EU der in den USA gegenüber. Dort werden die Wahlen zum US-Kongress ebenfalls als zweitrangig angesehen. Die Wahlbeteiligung nahm dabei seid Ende der 70er Jahre eine ähnliche Entwicklung. Welche Charakteristika solche Second-Order Elections haben, sowie die Schwierigkeiten der EU Bürger das europäische System zu verstehen, habe ich bereits an anderer Stelle diskutiert.

Auffällig ist, dass sich die Wahlbeteiligung von neuen (12 Neuen – 38%) und alten (15 Alten – 52%) Mitgliedstaaten deutlich unterscheidet. Man könnte meinen, dass die Ergebnisse genau umgekehrt sein müssten. Wahrscheinlich überschatten jedoch die teilweise harten Strukturanpassungsmaßnahmen noch die Vorteile des EU-Beitritts. Die Autorin des CEPS Papiers macht jedoch darauf aufmerksam, dass der Unterschied vielmehr zwischen westlichen und östlichen EU-Mitgliedern liege. So sei die Wahlbeteiligung in Zypern und Malta relativ hoch gewesen. Weiterhin sei auch die Teilnahme an nationalen Wahlen in Ost- und  Mitteleuropa geringer als in westeuropäischen Staaten.

Das Papier stellt unterschiedliche Methoden zur Erhöhung von Wahlbeteiligung vor, kommt aber zu dem Schluss, dass die Wahlpflicht die mit Abstand Effektivste ist. Derzeit besteht in Belgien, Luxemburg, Zypern und Griechenland, die Pflicht zur Wahl zu gehen. In anderen Ländern, wie den Niederlanden, Italien und Österreich gab es in der Vergangenheit ähnliche Systeme. In Frankreich und Großbritannien werde die Einführung der Wahlpflicht diskutiert.

In Australien führte die Wahlpflicht regelmäßig zu Beteiligungsraten von über 90%. Dabei wird die unbegründete Enthaltung mit einer Strafe von ca. 10€-25€ bestraft. In Belgien können die Strafen je nach Anzahl der verpassten Wahlen auf bis zu 125€ steigen, auch ist es möglich Nichtwähler von öffentlichen Ämtern auszuschließen. In Zypern gibt es Geldstrafen von bis zu 1000€, jedoch würden diese nicht durchgesetzt.

Die administrativen Kosten, um Nichtwähler zu bestrafen sind jedoch hoch, so dass  die  Ausnahmeregeln in allen Ländern gelockert werden. Selbst in Ländern in denen  Sanktionen kaum oder gar nicht durchgesetzt werden ist die Wahlbeteiligung höher als in denen ohne Wahlpflicht. Dies gilt auch für Länder wie Italien und die Niederlanden, in denen die Wahlpflicht abgeschafft wurde, aber in den Gemütern noch verankert zu sein scheint.

Für die EU werden folgende Vorteile einer Wahlpflicht genannt:

1.  Die Legitimität des Europäischen Parlaments gegenüber den anderen Organen würde deutlich steigen und damit auch seine Bedeutung im europäischen System. Dies wäre ein Schritt zu einer demokratischeren Europäischen Union

2. Der Wahlzwang wäre ein Mittel eine europäische Wählerschaft zu kreieren. EU-Bürger wären gezwungen sich mit der EU auseinanderzusetzen. Dies böte eine Möglichkeit mehr über europäische als über nationale Themen Wahlkampf zu betreiben.

3. Parteien könnten sich auf ihre inhaltlichen Positionen konzentrieren und wären nicht mehr gezwungen die Bürger ersteinmal vom Wahlgang zu überzeugen. Dies würde die Qualität des Wahlkampfes erhöhen und gleichzeitig Kosten senken.

4. Eine hohe Wahlbeteiligung würde Verwerfungen, welche durch geringes Wählerinteresse entstehen, verringern. So hätten extremistische Parteien, die vor allem von ihren hochmotivierten Wählern profitieren, geringere Chancen. Die Bevölkerungsmehrheit wäre auch im europäischen Parlament angemessen repräsentiert.

Gegner der Wahlpflicht beklagen neben den hohen Kosten für ihre Durchsetzung vor allem den Eingriff in die bürgerliche Freiheit. Sie sind überzeugt, dass jeder Wähler das recht haben sollte das Wahlsystem durch seine Stimmentsagung abzulehnen. Dagegen spricht, dass Wahlpflicht nur den Urnengang einfordert, jedoch nicht die Abgabe von ungültigen Stimmen verbietet. Außerdem sein die Teilnahme an demokratischen Wahlen essentiell für das System und könnte auf gleicher Ebene wie etwa die Steuerpflicht, Versicherungspflicht oder Wehrpflicht angesiedelt werden.

Ich denke, dass diese Maßnahme durchaus zur Debatte stehen sollte. Folgt man den CEPS Papier hat eine Diskussion in europäischen Parlament hierzu noch nicht stattgefunden. Eine Änderung des europäischen Wahlrechts hin zu einer Wahlpflicht wären jedoch nur auf dem Wege einer Regierungskonferenz mit anschließender Ratifikation durchsetzbar. Möglicherweise werde dieser Weg angesichts der schwierigen Ratifikation des Lissabonner Vertrages gescheut.

The July issue of Global Perspectives sums up the results of the G8 summit in L’Aquila and looks at the future of the global governance summit architecture.

According to some authors the G8 has still a potential as a political and security forum. Nonetheless it should seek to reform the international organizations to bring them in-line with the changed global power balance. According to the German Chancellor Merkel, quoted in a contribution, the G8 should be a body for discussion, consensus building and statements while the new G20 format should make decisions.

The Joint Political Declaration of the G8 stated that the Heiligendamm Process which aimed for structured dialogue between the G8 and the G5 (Brazil, South Africa, China, India, Mexico) should be re-phrased Heiligendamm-L’Aquila Process (HAP). It should continue substantive dialogue among the major economies and provide careful reflections on long-term questions regarding the G8-G20 constellation.

Possible themes for the HAP agenda could be freedom of investment to mutual benefit; the role of innovation and technology in the process of sustainable and socio-economic development; a strategic approach to development and its social dimension; assistance to vulnerable states; food security and reform of relevant organizations; and energy.

Also in this issue an opinion article by Thalif Deen who attacks the hypocrisy of the Western nations who compare their financial efforts to fight the global financial crisis with their aid commitments in order to reach the MDG targets.

In einem Papier des Berliner Forschungsinstituts (SWP) äußern sich erneut renommierte Experten zur Tragweite des Karlsruher Urteils. Peter Becker und Andreas Maurer bezeichnen das Urteil als Bremse für zukünftige Integrationsschritte, welche im Rahmen eines Vertragsergänzungsverfahrens durch den Lissabonner Vertrag ermöglicht werden. Das Gericht halte sich vor in Bereichen

“die die Lebensumstände der Bürger, vor allem ihren von den Grundrechten geschützten privaten Raum der Eigenverantwortung und der persönlichen und sozialen Sicherheit prägen, sowie für solche politische Entscheidungen, die in besonderer Weise auf kulturelle, historische und sprachliche Vorverständnisse angewiesen sind, und die sich im parteipolitisch und parlamentarisch organisierten Raum einer politischen Öffentlichkeit diskursiv entfalten” eine Prüfung vorzunehmen.

Für die anvisierte Aufsichtsfunktion nennen die Richter die Bereiche: Staatsbürgerschaftsangelegenheiten, das militärische und polizeiliche Gewaltmonopol, das materielle und formelle Strafrecht, fiskalische Grundentscheidungen, sozialstaatliche Gestaltung der Lebensverhältnisse sowie Fragen des Familienrechts, des Schul- und Bildungswesens und des Umgangs mit religiösen Gemeinschaften.

Nach Ansicht der Autoren könnte die Forderung des Gerichts, dass bei Integrationsschritten in diesen Bereichen das deutsche Volk befragt werden müsse, nur einen Zwang zum Volksentscheid in diesen Fragen bedeuten. Damit werde die Autonomie von Bundesregierung jedoch auch von Bundestag und -rat in Frage gestellt.

Die Autoren befürchten, dass sich das Verfassungsgericht durch diese Entscheidung zum Akteur des europäischen Politikzirkus gemacht hat. Jegliche textliche Änderung des europäischen Vertragswerks könne nun zum Gegenstand einer Verfassungsklage werden. Die deutschen Parlamente hätten hierdurch ein Druckmittel um auf europäische Gesetze einzuwirken, jedoch könnten sie eine Klage auch als Mittel bei innenpolitischen Auseinandersetzungen nutzen. Langfristig bestehe sogar die Gefahr, dass inter-governmentale Vereinbarungen außerhalb des EU Rahmens gefödert würden, die von den europäsichen Regierungen bevorzugt werden könnten, um sich der strengen Prüfung im Rahmen des Lissabonner Vertrages zu entziehen.
